Hand Luggage Compartments

After seeing recent events that have involved emergency landings it was distressing to see that some passengers still thought it important to grab there hand luggage from over head compartments which is completely selfish and puts others lives in danger!
I was thinking of a way of stopping passengers being able to do this and came up with the idea that an engineer could design a system that would make it so that when the pilot puts on the seatbelt sign all the over head compartments lock automatically (apart from those with safety equipment in) This would literally stop passengers being able to get luggage therefore speeding up evacuation and even on a normal landing stop those passengers who get up early and slow things down and even during turbulence when seatbelt signs are on make it safer.
