Car With Seatbelt Protection

I saw a car on a commerical that muted the radio until the seatbelt was fastened, why not have a car that won't switch into drive without first the seat belt bring fastened. Ultimately safety would be nice to have the car itself not cranking until the seatbelt was fastened. Also seat sensors would be nice requiring all passengers to fasten their seat belts before the vechile can move. Thank you!
