5 Inch Cup Grinder

Could you manufacture a 5-in cup grinder that takes out the center while grinding down only about a half inch into the concrete with diamond tip blades I can't seem to find any all the ones I find they leave the center raised I need it flush all the way through is there any possible way that you can manufacture one of those for me working on a project that might go a long ways and may need a lot of these made
