I would suggest an alert on your phone if the seat belt stays fastened over 5 minutes. That way you get notified if there are any belts in use, I.e car seat fastened.

I am a sales person with Honda and a former paramedic who has seen this tragedy unfold first hand and was thinking of the same concept.
I think a system using the motion detector and video system in the Odyssey would be perfect but it should drop windows and notify someone either by sounding horn or notifying operator or both!
