The Sky Dimension

hello I'v been a minecraft player for a couple years now and when I herd that there was once a sky dimension I flipped out that it was deleted and was wondering if you can bring it back. I was thinking to get to it you could get a silk touch diamond pic to mine clouds to make a cloud block version of the nether portal. hope you take this into consideration.
