Addition:Wind Turbine Support System

I'm not a engineer but is it possible that part of the electricity a wind turbine creates can go to a motor that supports the wind turbine during lesser wind.The rest goes to a facility that stores the electricity and distributes the electricity to the charger of a E-Car.There should be more chargers then there are gas columns because of the time it takes to charge.That should be the reason why wind turbine makes sense.
