Create A Buzzer When High Beam Light Is On

Hi,
I would like to request you to create / enable a buzzer when any car / vehicle "High Beam" head light is ON. As very often we see that some motorist just keep High Beam ON and continue driving, this has resulted in accidents many times for the car/s coming from opposite direction to due low visibility.
Even the car behind who is driving on High Beam creates reflection on center mirror in the vehicle which disturbs the driver, which impacts on driving in-turn result in fatalities.
Appreciate if this request can be taken forward & response on same can be shared
