Fron Passenger Seats

I own Corolla 2016 & RAV4 HV 2019. In both vehicles the front passenger's seats are very high. And without possibility to lower it as it is possible with driver's one. Of course, this cause the taller passengers to seat in rather uncomfortable position, while the roof is just 5cm away from the top of their heads, sometimes even less.

Why Toyota make this on that way? Is it so big deal to fix that seat at some lower position? Or to add that handle for lowering seat as driver's one?

I think Toyota should consider this as an issue and make it better. Possibly to replace these seats in new RAV4 with lower ones.
