Safe Overtaking Using Additional Tail Lights Indicator

I wanted to explain in few lines as below.
"It is basically a light behind every vehicle. If this light is ON or blinking it will indicate that it is unsafe to overtake at that moment. So the vehicle following will wait and will avoid a probable accident."
I wanted to explain with an example.
Suppose I am traveling and see a large long truck ahead of me on a narrow road. Now, I want to overtake it.
I move my car a little bit to the right and flash my headlights so that the driver notices them in his rear view mirror. He understands that I want to overtake.
He notices a fast approaching car from the front which, I can't see since I am behind the truck again.
In an attempt to overtake I am about to move a bit again to right. I haven't seen the fast approaching car yet, just at that time the truck driver pulls a switch lever and an orange light starts blinking behind the truck. Just kept beside the red brake lights.
This blinking of orange lights let's me know that it is dangerous to try to overtake at this moment. I wait for some time and keep following the truck.
Soon the car from opposite direction passes. This clears the road for overtaking. I saw the orange light has also stopped blinking. I overtake.
