Availability Trend/probability Index

Suppose rider wants to avail UBER @ odd hour (Morning 4:30 AM) on a certain day.
He will be inclined to see the availability index(probability of getting taxi with rate) for that location and time. This can be calculated based on Trend analysis of previously booked taxi. This will help riders to plan better.
Again another way this can be used if Drivers want to know the nearest location where availability of passengers are more. This is going to include predictive analysis algorithms.
