I believe that this must have been already taken into account but still I would like to suggest that the rating drivers algorithm should take into consideration the past track of user who is rating the driver. Take for example some people won't ever give a five star no matter how good the service is, and some people will rate it as excellent ride pretty normally except something unusual happened with them in the ride. I guess this would more aptly rate the driver.
