There are many potential groups of people who do not have either credit card or debit card to set up a payment plan as that is part of the requirements to use uber. One way I believe this can be resolved is by selling an uber prepaid card at popular drug and grocery stores. These card then can be given as gifts by relatives, family member or just friends for birthdays and special occasions.
