Okay, so In The division, the main area where people explore and grow to lvl 30 gets very irrelevant once you reach lvl 30. all the side missions, all the quests are gone once you do them all. they changed this a little by adding a Bounty system though the gameplay is still dull. I think they are adding a difficulty change in the new patch buit I still dont think this will change the feel of freeroaming in the normal map outside the darkzone.

Here is an idea that might be easy to implement. In the early trailers for the division, They talk about a test that the pentagon takes that shows the result of a biological disaster, one of the things that intrigued me was the mention of secrete organizations and Rouge agencies.

A new deep secret enemy can be introduced other then the LMB that can be found in more secluded places, like in subway systems or in apartment complexes of dead government officials for the purpose of searching for things to push their own agenda in the current turmoil of the biological disaster. So.. I can be searching houses then BAM, a small covert team of high tech very hard agents are found and I fight and kill them off...

OR, while im scavenging in places, you can be attacked by them suddenly.

One other thing. Offensive enemies. The player is always looking for a fight in the streets. it can get boring if nothing ever happens to you. Sure you can "Happen" upon a patrol in the streets, but it can become just a small thing while just wondering the streets.

What If Enemy Factions target you and ambush you putting you on the wrong end of a surprise, and on the defensive.
Your operator can announce when you leave base or a safe-house that a faction has targeted you. A green light has been put on you so to speak. But you dont know when or were they will hit you.

Suddenly they find you in force and you have to defend yourself. That to me is what a real "encounter" is.
It doesn't have to be that, Civilians can stop you in the street and ask you for help because Rikers have kidnapped their family and you have to go and fight them.

These things would make the game a lot more interesting to play in the normal map.

OR.. what if you can invade a players map. Similar to Dark Souls. A hit can be put on a player or team by a rouge agency and you can go into their sessions and fight them there in their game.
