Customers Chose What Max Data Speeds They Have

It would be really great if every customer got to chose what their max data speeds would be for the entire month. I would be perfectly fine if my data speed limit was 1 or 2 MB/s. Most of my online gaming doesn't require anything above 0.5 MB/s. But the thing is, when I, or anyone else, does something like do a simple Google search, for a split second, you're using Verizon's natural max speed based on the current network's congestion. If we could choose our max data speed, I believe it would help a lot with the current congestion. This would also allow people who actually NEED fast data speed to get that speed, instead of having thousands of average Joes doing simple Google searches taking up valuable data speed. And if you ever want to change your max data speeds, you could just simply call Verizon or go online to manually change it. In exchange, Verizon would allow us to have truly unlimited data.
I know what you're thinking: Not that many people will actually purposely slow down their data. Yes, but let's say just 15% of Verizon users set their speed limit to 6MB/s (which is actually quite fast in retrospect). That could relieve hundreds of Terabytes/s off of Verizon's network. And this is just an underestimate. This tactic could fully work and save Verizon thousands of Terabytes/s, solving Verizon's congestion problems.
