IVR (phone Menu System For Personal Use)

Businesses have the phone menus where you select different options. I would like to see this for personal use. This would prevent annoying robo-calls and political calls from getting through because they are probably not smart enough yet to get through the menu system. This is a solution to blocking apps because I would just block everything that is not in my contacts except it would be a problem if my family's phones are dead or broken and need to get a hold of me in an emergency.
