Right now, the scandal Volkswagen is in could cost billions to repair, and as seen by mercedes benz after the large scale reliability issues, that could take decades of advertising without any other aid. However, there is one way to avoid the same problem: using another companies reputation to your advantage. By using a japanese company's reputation by making them do internal emissions testing, that would allow for a faster regain of trust and reputation worldwide.
As a suggestion, subaru would be a great place for emissions testing and reparations to issues about vw reliability. Subaru has made many deals with gray cars including the toyota ft 86(or scion frs) and earlier the saab 9-2x(which was basically a rebadged subaru impreza), showing proof that subaru is a viable contender for any type of deal. Also, with a specialization in four cylinder engines (just like vw), it would seem like a perfect fit.
Overall, having subaru proctor your internal emissions tests and reliability issues would mend the wounds created by the scandal and earlier disputes people had about buying VW cars in the first place
