HI,
at the beginning sorry for my english ;)
I think that main reason of traffic jam is capacity of intersections.
People wait too much time before they start.
I think that solution for that problem is something we can call "intersections helper".
Driver stop at intersections. He push the button "intersections helper".
1. If he is first car before traffic ligth, helper identifies ligth, and driver confirm, that it is rigth ligth. When ligths changes, helper start car immediately and accelerate to f.e. 35 km/h. Then driver takes control. All the time driver is responsible for direction.
2. If driver is next car in jam, he push buttom "intersection helper". When car before him start, car start too immediately and drive follow next car to speed 35 km/h.
That is my idea in simplification.
