This invention presents a very simple constitution, presupposes a low cost and reduced volume for the purposes of its transport in a brief space, making possible the regulation of the tension in the own sole, allowing to affirm that thanks to its technology, a level of static zero, with zero electrical risk, and greater security at the time of implementing security measures.
