Im currently in spectrum management course are as i was working through it why not have the customer pay to broaden the necessary network. It would help curb the cost of the expansive necessary network required to make it work.
Design a box to mount in the attic that would give the house it resides in fast broadband and give the customer a better internet provider, and then use the same box as repeater expanding the network.

The box could be fairly small due the ammount that would be deployed thus removing the need for large towers.
