Watchdogs 3: Person Of Interest

Since Watchdogs 2 appears to have killed off CTOS, a new intelligence system is needed. This time, lets borrow our artificial super intelligence from the CBS TV show "Person of Interest." Across America, a machine "spies on you every hour of every day." Play as John Reese, an ex-CIA agent who now works for the elusive Harold Finch, the man who designed the machine. The machine provides you the social security numbers of people who are either victims or perpetrators, and you need to discover and stop the threat, wherever it may come from. As the main campaign, try to take down HR, a group of corrupt cops who provide protection for illegal businesses and gangs.
The making would require purchasing rights for the characters, but the revenue would far outweigh this, as it would also attract not only the Watchdogs fans and also Person of Interest fans.
