Navigate Alert

I want to develop a feature in google maps that gives us an alert at the exact location.
Its just like an alarm which rings based on location.
Its very useful for people travelling by bus or train.
And even location should not run continuously on background which kills battery life. To overcome this we should run location check for every 30-45min and when person reaches near by it runs continuously.
